A blurry photo is caused by two things: a slow enough shutter speed, and motion. Either the camera moves or the subject moves. Today we’re looking at subject movement.
Not all subjects in a photo have to move; try to tell the tourists apart from the locals:

I love blurry things, like I love film. Today’s photography world is far too focused on megapixels and clarity and sharpness; like film, blur is a reminder that none of that matters. Just shoot what feels right.
